Where can I buy a copy of this book, and is it the definitive book on shooting pp bullets?

Contact Kenny Wasserburger.
It's not so much a definitive book on shooting paper patch, but it gives huge amounts of insight into what those Old Dead Guys did.

it is on internet archive to read for free.
that is if it is "modern observations on rifle shooting."

Here I found it in my collections of reading that might be what your looking for.
It gives you a lot of inside how they did things and also the question what was used for lubes the various rifle manufactures used for those that are lubealholics around page 285. :)
