has anyone found this brass to be soft in both heads and necks.
recent reloading of once fired factory ammo brass revealed primer pockets that were looser than expected, and necks that expanded very easily and also took bullets too easily, suggesting softness .

Sounds like it was fired in an oversize chamber.
Federal is some of the very best out there in all calibers.

I have had federal gold medal 223 brass that would not take the pressure of Winchester due to softness, but you would not expect the low pressures of factory 45/70 to be a problem.

I have decided to advise the guy I loaded the ammo for to get some starline brass and start again.

Re: federal 45/70 factory ammo brass
other forums are reporting that federal 45/70 is soft.
generally it seems that if you are hunting, eject it on the ground and leave it there.
might be ok for black powder I don't know.
the soft necks might be an advantage, but soft webs never helped anyone.
