Black Powder Designation

Post by TexasMac »

It’s been a few years since I purchased black powder, having picked up 3 cases of Swiss 1.5Fg a little over 6 yrs ago. So I purchased a case directly from the importer, Schuetzen Powder Energetics Inc., at the recent Texas State BPCR match & did not have to pay the hazmat fee. Knowing that the ATF considers it an explosive, at least they did at one time; I was surprised to see "FLAMMABLE SOLID" red & white striped labels on the box covering the "EXPLOSIVE" designation. I was curious enough to call the importer & spoke with James Kirkland. James indicated that the ATF still considers it an explosive but back in the ’70 the shipping designation was changed to FLAMMABLE SOLID if it’s shipped in 25lb cases or less.

Glenn,

You can sometimes buy it at a match as well if you know a dealer will be attending and arrange in advance.

Most people just order a case,

Have it shipped to your front door, or if you can catch a powder dealer at a match, no shipping or Hazmat then. Bit cheaper.

Selling True Black Powder requires a license known as an FEL, Federal Explosives License. Your local FFL, no matter the class, 01-07, can not legally sell True Black Powder.

Sales of Black Powder SUBSTITUTEs (Pyrodex for example) are handled similar to Smokeless powders.

As far as shipping is concerned, Both Black Powder (and Primers for example), are shipped under the ORM-D Classification. (Other Restricted Materials- Class D) thus requiring the Hazmat fee.

Hope this helps....

Have ordered BP from three or four places over the last 20 years. I now just order from Buffalo Arms. He has been the most reliable for me.

And has the lowest price if you order case quantities.
