Sounds like you have a great project ahead. I just love the history of Long Range shooting. I think today's rifle weight limit is 15lbs.

As stated in the 2016 rule book.
"(b) The rifle, including all attachments such as, but not limited to slings
and sights, shall not weigh more than 15 pounds unloaded."
No mention of the Tollifson class.
Kenny?

NRA is 15 lbs, but they have a Tollofson class that allows up to 25 lbs.
The BPTRA combines them and just has an under 25 lb rule.

Do some searching on this site about the Tollofson rifle, and Kenny's efforts to get the NRA to allow that type of rifle in competition. There is some very cool history there.
Kenny and Jimbo shoot Tollofson rifles. To watch those guys shooting them, it's very hard to resist heading to Shiloh and putting an order in .

Re: Long range target rifles
I read this once on a thread, I forgot which one:
"...Tollofson gun 35 inch barrel 45 2 7/8 (45-110) chamber (.472 at end of chamber same as the original) full length scope with multiple cross hairs. 105 grains of powder and a 535 grain pp bullet ..."
"The rifle was shipped in 1877, Tollofson ordered a 20 lb gun with a 35 inch barrel it left the factory at 21 lb which included the scope, this is one of only 3 or 4 guns which left the factory with a scope."
A young guy named Tollofson shot a rifle so accurate and so well he was banned from competing. Big money prizes back in the day probably aggravated the situation. Kenny would know the whole history. I haven't shot in a LR match where anybody made a fuss over the weight of the rifle.
