It doesn't look too bad to cast it yourself out of silver. Lots of links for you to check out:

If you use https://duckduckgo.com and search for the terms "silver casting company" or "silver casting kits" you'll find more information and maybe someone that could cast it for you.

Tom,

If you decide to cast with Stay Brite I wouldn't flux it. Stay Brite takes a special flux when soldering copper pipe.

For what little you will use just get into the drawer where your wife keeps her measuring cups when she is not home :D and pick one 1/2 or 1 cup made from stainless steel, not aluminum, and put it on the kitchen stove or if you have a hand held torch and melt the solder. Use a pair of pliers holding the cup, not your bare fingers....... :D
Pre heat the mould on a hot plate and get it up to temperature and make your pour. No need to smoke your mould casting bullets.

Like I said, this solder is expensive, it was anyway the last I used it before I retired 25 years ago. I just looked to see what a 1# roll sells for now. $75. well like everything else it has just about doubled in price :D

Thank you everyone! This hobby certainly has the most generous and kind/patient people. Took me awhile to get around to doing the job, then finding a chain, then actually posting this but it’s done. I decided to try a few methods out on other cases before taking any tools to my daughter’s. Glad I did because I crushed, dented, and ripped about 20 empty shells during the learning process. Once I perfected my method which I still feel is kindof half a$$ed since I don’t own a metal lathe and instead opted for the vertical lathe (drill press), I put the whole thing together. Finally got my butt out to the jewelry store and found a chain to go with it and polished it all up. Thanks Kurt for the big help you gave me and everyone else who helped as well. Kurt I ended up going with your final suggestion of finding a small eye bolt to use as the hoop. As luck would have it, I found some silver jewelry ones that fit the bill perfectly. All done in time for Christmas.
