Celtic cross marking on New York Rolling Block?

Celtic cross marking on New York Rolling Block?
The cross is about 1/2" forward of the action. Is this a common marking?

That is actually a Maltese Cross that is often associated with rifle regiments and used for marksmanship medals.
I'm not sure about it's use on that particular rolling block.
