Appears to be a Lyman Model 66, which is legal and my preferred front sight since it is easily removed so does not occlude the sight picture when shooting with a scope. The one you've shown is a 'high' model and they can be found in at least three different heights. I believe the modern Lyman of a similar design is the Model 93. They use the Lyman 17a inserts which are readily available from Lee Shaver. Too bad JKluskens has retired as he offered a nice set of lollipop inserts like the one shown in your pic that are no longer available.
My preference is also for the base that mounts with two screws rather than a dovetail. It is simply a front scope block and easily removed as the great majority of my shooting is with a scope.
