Yes, the die tapers, so further in will be tighter. Cutting it off allows you to size "deeper" into the die.
But, I would first try the taper crimp die as is.
Perhaps it will be tight enough for your brass and chamber,etc

I use a Lyman taper crimp die on my 45/110 as well as my 45/70 with no problems

You've got to get the case mouth high enough in the die to get the case mouth that small, and not affect the case under the mouth, so you remove the part you don't need to use. It is a way to spend less money and do the job that you need.
