Rear Sight Adjustment

I received my #1 back in January and as sad as it sounds, I just got to shoot it last weekend. It shoots great but I have a minor issue with the rear sight. The point of impact is about 8" to the right when the sight is centered (at 100 yards.) The sight is a MVA long range soule mounted by Shiloh when I bought the rifle.

How do I adjust the sight so it will shoot center before adjusting windage?

PS. Shilohs sure do shoot good. Had several sub moa 5 shot groups my first time out. Did notice a bit of yaw with one powder and 500 gr bullets. (sorry, had to shoot it with smokeless. couldn't find black in the area.)
