These were random.
When I was shooting the OE, it would climb and then settle in for the last 3 (out of 5) shots
I might go to Swiss and use lots of compression.

In the FWIW department, I've had to go to something over 0.2" of compression with Swiss 2f.
Do you have another good benchrest shooter, familiar with these sorts of rifles near by? Might be worth letting someone else try to replicate your results.

all your action screws are tight?? have you tried it without the forearm attached?? your ES/Sd's are good?? can you watch someone else shoot it?? see if the gun is jumping off the rest ( harmonics problem)??. space between the forearm and receiver??? neck tension, too much?? in some rifles varying shoulder pressure on the buttstock can cause this, with the snow still on the ground is must be pretty dry air yet?? maybe fouling control?? whats your timing between shots??

I'm sure I could. I know i've got an issue with my eyes, but I've been shooting the other guns with not much vertical
I'm heading off in the morning to get stuff ready for work so that probably wont happen soon.
Might take this one with me and play with it this summer.
On a better note, I took my 45-2 7/8 out to the Q and shot it last Sunday.
It was kinda iffy at 800 but good at 900 and 1000
Part of it might have been just me. I was struggling with seeing 2 targets touching at 45deg angle.
Went back out a couple days later with a different bullet in it and once I started shooting the same target each time
my vertical at 800 yds was about the same as the target above.

I've got 2 identical rifles and they are both doing it.
wood rest on wood bench might be causing it but didn't on all the other rifles I shot.
loads are slip fit PP
Got a lot of things to try including a lot softer bullet. (these are 12.5-1)
Yes I tried without forearm.

FWIW, this winter, with snow on the ground, I observed/experienced vision issues, holding vertical.
along with this, I observed an amazing amount of varying mirage boiling off the snow when the sun was out....

You might be on to something I hope.
Going thru my records, I was going down 2 gr at a time with OE without improvement.
going to go to 70 gr Swiss ( and work my way up. ( that only takes .175 compression)
that was my powder weight that worked best with GG bullets.

Decided to start completely over with my 40-65 PP load
Big difference was changing to 16-1 alloy and Swiss powder
Because I usually have to test in the wind, I set up at 100 yds
Also going to shoot more from sitting crossstick instead of prone this year so thats how I'm testing
First try got me a 2 inch group except the last shot, the ducktape didn't hold the target in the wind and my last shot hit when the target blew upward.
It went thru the cardboard at an angle
Reloaded 5 more shells and fastened the target more solidly with screws.
Didn't have a spotting scope so I was kinda surprised when I got to the target.
I knew I had pulled one to the right swaying in the wind, but didn't expect the rest to be that close.
66 gr Swiss 1.5 compressed .255 inch.
Kal .404 PP Money bullet. 16-1
