The shelf was on mine when it came. I just figured it was standard.
If you ever need to calibrate yours, the adjustment screw is located by pulling the big knob off the thermostat and looking into the exposed hollow shaft. the adjustment screw is int there. I calibrated mine by melting a full pot of allow and sticking two good thermometers into the melt, then setting the knob dial on 8, pulling the knob off being careful not to disturd the position of the shaft and then adjusting the temperature of the melt to 800 degreess using the little adjustment screw in the center of the shaft. Once I had a constant and stable 800 I put the knob back on and snugged it down. So now if I set the knob on 8, the pot will hold the melt on 800 degrees + or - a small amount. If I set the knob on 8.5, the pot will hold on 850 degrees and so on.
I like the pot, but I don't understand why yours doesn't have the mould heating shelf on it.

Man, isn't it the truth! And I cannot convince anyone else in the house how convenient a chamber pot would be in the kitchen. (I cast on top of my stove because I have a very strong exhaust hood over the stove that is vented to the out side, and casting outside in our hot humid summers is out of the question for me.)
