That sight is a reproduction of the Sharps Sporting Tang Sight (made for models 1859, 1863, and 1874) and the bar in the eyepiece is windage-adjustable. Axtell makes and sells this sight:

What appears to be an original is also shown on page 203 of Mike Venturino's buffalo rifles book.

When I called Axtell to order one for my original 1874 Business Rifle they told me that I would be much, much happier with their Hunting Sporting Peep; apparently the Sporting Tang Sight does not hold adjustments well and is not graduated/marked for repeatable settings. I followed their advice so I can't comment on the function.

the sight looks good but does not have any way to repeat sight settings without marking the sight ,and it id drift adjustable for windage but requires tapping to move it .I could never slide mine with my fingers but could move it in the field with a bullet tip but it was inconvienient as mostly you always went too farin both directions.....Dean
