Who would I contact to find out info about a specific Cody Ballard made during Steve Garbe and Ron Long ownership time frame.

You could try Keith Kilby at Wyoming Armory. He was there thru quite a bit of the history of same. Or Steve Garbe. Either or both 'might' recall a particular rifle and Keith might still have access to records from the era, assuming they exist.
